Her impressive career began with a Capitol Hill internship, leading to a pivotal role with Congressman J.C. Watts (R Oklahoma), and subsequently an appointment by President George W. Bush as a Director of Outreach at the U.S. Department of Education under Secretary Rodney Paige. Shelley’s expertise was further recognized when Chief White House Strategist Karl Rove recruited her as Associate Director of the White House Office of Public Liaison, where she coordinated public relations, education, and communication efforts for African-American and Faith communities.

Shelley’s academic achievements are equally remarkable. After completing her undergraduate studies at Georgetown University, she earned a Master of Legal Studies in International Human Rights and a Doctor of Law degree. She further honed her political acumen at the prestigious Campaign School at Yale University and the Los Angeles African American Women’s Public Policy Institute at the University of Southern California. As a dual graduate of the International Institute for Human Rights Law in Strasbourg, France, Shelley gained invaluable experience learning from judges and advocates at the Hague, the International Court of Justice, and the European Parliament.
